Joe Biden advocated for temporary Gaza pier, report says.

(Washington) According to a report by USAID’s inspector general released Tuesday, President Joe Biden ordered the construction of a temporary pier to deliver humanitarian aid to Gaza earlier this year, despite concerns from some staff members of the U.S. Agency for International Development (USAID) that the effort would be challenging to carry out and would jeopardize efforts to convince Israel to open “more efficient” land crossings to get food into the territory.

In his March State of the Union speech, Mr. Biden declared that he intended to use the makeshift pier to expedite the delivery of aid to the Palestinian region under siege by Israel and Hamas.

The Joint Logistics Over-the-Shore system, or JLOTS, a $230 million military initiative, would only be operational for roughly 20 days. After a mission beset by persistent weather and security issues that restricted the amount of food and other emergency supplies that could be sent to malnourished Palestinians, aid organizations withdrew from the operation in July.

“However, once the President issued the directive, the agency focused on using JLOTS as effectively as possible.”

When Mr. Biden unveiled his proposal for a floating pier, the UN was stating that over half a million people in Gaza were in danger of famine and that almost all of the 2.3 million residents were having difficulty finding food.

The Biden administration aimed to supply enough food for 1.5 million people in Gaza to be fed for ninety days using the U.S. maritime route and pier. Although it brought in enough food to feed roughly 450,000 people for a month before closing, it did not meet its target.

The World Food Programme (WFP) terminated its collaboration with the project after an Israeli rescue operation used a nearby area to evacuate hostages, raising concerns about the perception of its workers as neutral and independent in the conflict. High waves and bad weather have repeatedly damaged the pier.

“Real impact”

Despite the challenges, US National Security Council spokesman Sean Savett stated on Tuesday that the effort was “having a real impact” on feeding hungry Palestinian residents.

“The fact is that given the gravity of the humanitarian situation in Gaza, the United States has spared no effort to get more aid in, and the pier played a key role at a critical time in advancing that goal,” Savett said in a press release.

In addition, the watchdog report said that the US had broken promises to the World Food Program, compelling the U.N. organization to consent to assist in the distribution of supplies from the pier controlled by the Palestinians.

The WFP placed requirements on the United States, which included having the dock situated in northern Gaza, where the greatest need for aid was, and having a UN member state secure the pier. The United States agreed to these terms.

According to the watchdog report, the action was taken to maintain WFP’s impartiality between the factions at odds in Gaza.

Rather, the Pentagon positioned the pier in the heart of Gaza. Employees of the World Food Program informed USAID’s inspector that they knew the U.S. military selected the site because it offered increased security for both the military and the dock.

According to the watchdog’s findings, the U.S. military was unable to locate a neutral nation willing to offer security until the Israeli military stepped in.
